Updated SEMLA Clubs Checklist

Postby Chilli Mon Sep 17, 2012 10:09 am

All

Please see the updated Club Checklist below, make sure that your Club is ready for the new season

Could all clubs please take note of the following:

Registration
Please ensure that all players, officials and coaches, both senior and junior, are registered on the ELA database. This should be done by each new player before even the first training session for the individual to be properly insured. http://www.englishlacrosse.co.uk/register

Transfers
Inter Club transfers are allowed under the SEMLA byelaws before the day of the first league game simply by changing the registration on the ELA database.
Transfers after the date of the first league game of the season must follow the prescribed process using the Player Transfer Form which can be found at: http://www.southlacrosse.org.uk/regs/forms.html
Any player transferring Clubs must ensure that he has paid all outstanding debts to his former club. If he has not, then the former club can apply for an immediate prohibition on his playing for the new club. If such a player were to play for his new club before the situation was resolved, he would risk the new club being penalised which may include the loss of league points.

Club Contacts and Details
Please make sure that on the SEMLA Website all your Club contact details and the directions and location of your ground are correct. To have details on the SEMLA Website updated please inform the SEMLA Webmaster at webmaster@southlacrosse.org.uk.

First Aid Kit
It is an ELA Rule to ensure that a first aid kit is available for all home games. This can be in the Clubhouse or on the side of the field but must be available if needed.

Referees
It is a condition of every Club's membership of SEMLA to have one official qualified to Basic Referee Award level for every team entered in the League plus one extra within the Club, the expectation is that one of them at least will referee the game. See SEMLA Bye Law 4 for more details on refereeing.
The Home team is responsible for providing the match balls. Please remember that the Home team is responsible for providing a home referee regardless of whether there is a Panel Referee present. The Home team is responsible for the payment to the Panel Referee before the game. Payments to non-Panel referees are entirely a Club matter.

Goal Frames
It was agreed by the National Men’s Playing Committee that dispensation for the rules regarding the goal pipes would be extended until season 2015/16, effectively September 1st 2015. This recognises the financial implications and the points made regarding the rule revision by Clubs.

Results
Home clubs should inform the SEMLA Fixtures Secretary, Jonathan Cooper at semla.fixtures@southlacrosse.org.uk of the result of their game before the Monday noon following the game so that their results can be included in that week’s update of the tables. Results can also be sent by text to Jon on 07977 130194

Junior Dispensations
With regard to Dispensation for junior players to participate in senior lacrosse (minors of 15 years of age), please ensure that they obtain dispensation from SEMLA before involving them in senior lacrosse. Once authorised by SEMLA and notified to the ELA, the dispensation is valid until the player is 16, there is no requirement to apply again.
All Forms referred to are available on the Forms page: http://www.southlacrosse.org.uk/regs/forms.html

Changes to Club Officials should be notified to the SEMLA Secretary:
semlasecretary@googlemail.com
and SEMLA Webmaster:
webmaster@southlacrosse.org.uk
Changes of Treasurer should also be notified to the ELA Treasurer:
info@englishlacrosse.co.uk
and SEMLA Treasurer:
semla.treasurer@southlacrosse.org.uk

It might be worth pointing out on this note that there is a Referee's course being held on the 23rd September in Sevenoaks. This is a great opportunity to make sure you have plenty of refs for the coming season so get signed up ASAP!

Anyone anywhere we can check who is registered for clubs? On the old system as the club secretary I did have the ability to add extra players etc... but don't appear to in the new system - is this still in the new?

Mandy, I asked the same question of Caroline Royle the ELA Marketing manager and here is the relevant part of her reply

Currently it is not possible for admins to access our database, however as stated below we can provide a CSV download of each club to their club admin upon request. This will include a ‘created’ date for each profile, so we know when they registered.

Not ideal but apparently they are looking at returning that feature to the new website

As per the reference in Chilli's original post, can all clubs please act on the following asap:

SEMLA byelaw B (4):

CLUB REFEREES

(a) Each Club must maintain a minimum of N+1 active members each holding a minimum Basic Refereeing Award (where N is the number of teams that Club has entered into any of the leagues governed by SEMLA).
(b) Each Club is responsible for the provision of a referee(s) for all Home matches. No match shall be played without a referee.
(c) Failure by the Home Club to provide a referee(s) shall result in the award of the fixture to the Visiting Team unless the Visiting Captain agrees to provide one instead.
(d) Clubs are responsible for notifying the Hon. Secretary (Referees) of the names of qualified referees and the standard which they have attained. Such notification must be made a minimum of once each season no later than Oct 31 by writing or email.

It seems some ELA memberships have been 'lost' during the migration to the new ELA membership website. We requested the list for Spencer LC and 5 of our players from last season were missing. They are now re-registering themselves ready for Saturday. I assume all clubs could face the same problem so I suggest everyone follows chilli's advice and requests their own membership list from Caroline at the ELA.

I 've had two other clubs tell me that there are players missing from the print outs, so it looks likely that not all of the database has carried over as was originally thought.

This means that every club should ask for a print out and then get the missing players to register.

technically , if you're not registered you're not covered for insurance, not sure of the impact when it's down to an ELA problem.

SEMLA have requested a full print out of all clubs as of 2pm on Saturday Oct 6th to give us a baseline for any subsequent transfers and any questions of eligibility.

Years ago SEMLA took advantage of the ELA online membership database as a great help to Club's admin, we made it a part of the byelaws.
Sadly without consultation it has been removed and leaves SEMLA and the clubs in an uncertain mess.

I have been told that the earliest restoration of the Club admin function is April 2013, no idea why it should take so long.

A guess is

could it be next April is when a re negotation of the site is planned and budgeted for.

this useful function will have been overlooked by the ELA this time and the people who build and run the website for the ela will not add this for free.

this is purely a guess
League restructure I told you so 10/3/2011(looking good on this one)
Prem division to two leagues will result in the prem division failing and being combined with Nemla 22/3/2012
the proposed restructure to 8 teams in each prem league will only last a couple of years until it has to be restructured again due to teams dropping out. 13/12/2012

it's just a wordpress site - depends if it's a custom plugin they're using or a freely available one to do the club bits, but there are a fair few web devs within the community who'd be more than capable of adding that functionality before then surely?
