Am I right in saying the blood shirt can be any number? Or does it have to be #99?

Blood shirt?

I'm assuming this is a shirt used in case a player's shirt is soiled by blood?

It doesn't have to be # 99

Rabil is wearing 99 for USA

Who wants 99 for Wales?

According to FIL Bylaws, the blood shirt is #99. There is no rule in the FIL rule book however.
