White should have been called for Illegal procedure - with his head over the ball in the "Neutral Zone"

Should the 2nd ref be near face-off?

I thought he was meant to be on wing restraining line

Poor positioning ref!

US crowds barrack refs for "getting in the way" of mid-line spectators at face, so they've been pressured into a change of position. They can see "hand to ball" and "hand on stick" stuff easier from the vertical stance though. Maybe they use CBO to call wing offsides on near-side and the offset ref checks the far wing-line.
