Yes they are FIL rules and yes it's exceptionally rare.
The cost reason is clearly why SEMLA is asking for a dispensation until Clubs need to buy new goals.

Exactly Dom, thanks for clarifying the answer.

Although it is an exceptionally rare event in my experience, it is possible for a ball to hit the ground pipe and bounce back out again with obvious consequences for referees and players.

If you're buying for use in league games, please remember that the new rules require goals with flat ground pipes.
Don't waste money buying 'old' style round pipes.

The date of the County Tournament was selected so as to take into account feedback from last year's event that the Tournament could serve as part of the selection process of the South team.
