My experience (in another nation) is that indirect pressure is applied. You would like additional funding (or even just the same as last year), and the body that gives out the money "suggests" that you might like to reorganise ever so slightly to comply with their latest national strategy...

The biggest problem is talent pool. In the winter we must lose a huge percentage of our target player pool to hockey, rugby and football (as players and also spectators).
